Who is Muftī Billal Omarjee?

Muftī Billal Omarjee is a Shariah scholar, jurist, and Islamic finance specialist with a focus on ethical finance, fintech, and decentralised financial systems.

He was born on the French island of Réunion, where he memorised the Qur’an in his early years. At the age of 17, he moved to the United Kingdom to pursue advanced Islamic studies, combining traditional Islamic scholarship with formal academic and professional qualifications.

Muftī Billal completed six years of classical Islamic theology at Darul Uloom Bury, followed by Muftī (Ifta) training at Darul Uloom Blackburn, qualifying him to issue Islamic legal rulings (fatāwā). Alongside his religious education, he holds a BA (Hons) in Banking and Law from London Metropolitan University and a Postgraduate Diploma in Islamic Banking and Finance. He has also undertaken professional certifications and further training in Islamic finance, blockchain technology, and fintech.

His early career included serving as Imam of Chingford Mosque in London, where he led religious services and educational programmes. He also worked as a research assistant to Muftī Zubair Butt, Chair of the Al Qalam Sharī‘ah Panel, contributing to research in both classical and contemporary Islamic jurisprudence. In addition, he worked closely with the National Zakat Foundation, supporting Muslim communities across the UK and Réunion Island through zakat advisory services and educational workshops.

Muftī Billal is the Director of Shariah Consultant Ltd, providing Shariah advisory and governance services to fintech, Islamic finance, and Web3 projects. He serves on Shariah boards and acts as an external consultant for a range of Shariah-compliant digital finance initiatives. He is also a consultant and Shariah expert with Islamic Finance Guru, where he supports halal compliance screening and ethical financial guidance for a global user base.

He has played a key role in Shariah governance within halal decentralised finance ecosystems, including MRHB DeFi, advising on product design, token structures, and governance frameworks to ensure alignment with Islamic ethical principles. He is also involved in innovation within Shariah advisory, including the development of blockchain-based halal certification, providing transparent and verifiable compliance solutions for digital and Web3 products.

Muftī Billal’s work is centred on bridging classical Islamic jurisprudence with modern finance and technology, helping individuals, institutions, and communities navigate contemporary financial challenges in a manner that is ethical, responsible, and firmly grounded in Shariah principles.
